No, the glass will not eliminate the noise fully, however use of glass in windows, doors, balconies, etc reduces the noise by approximately 3-4dB over standard double-glazing. The noise reduction gained will be dependent upon the quality of your window frames and the type and level of noise you are trying to cut out.
